TOON structured output format

Fabrik now also supports a toon output format alongside human and json. Commands that emit structured data (cache stats, targets, run records, and exec trailers) can return results serialized as a TOON binary/structured format when --format toon is passed, giving agents and scripts another machine-parseable option.
