SwifterPM artifact restores use the SwiftPM scratch path

SwifterPM was updated to 0.8.13, which uses SwiftPM’s artifact scratch path for restores. This fixes restore path handling when packages materialize binary artifacts, so the generated project finds artifacts in the expected location.
