tuist commands no longer stall uploading run metadata to a slow server

Best-effort run metadata uploads now have a 15-second total budget, both for foreground uploads in continuous integration and for the hidden background analytics-upload process. This prevents commands such as tuist install from waiting several minutes on an unhealthy or slow server after their main work is complete.
