Login page now shows provider buttons on public instances

Fixed the login page so that provider buttons (Google, generic OIDC) are shown on public instances when providers are configured, and updated the fallback copy to reference HIVE_VISIBILITY and the current identity-provider env vars instead of the removed HIVE_AUTH_MODE variable. Public instances also get a “Continue without signing in” link.
