Remote compute with embedded Microsandbox provider

Once now supports remote compute providers so you can run commands outside the local machine. The embedded Microsandbox provider is included by default on supported platforms (Linux and Apple Silicon macOS). Release packaging also installs the required libcap-ng-dev dependency on Linux so the CLI can link the Microsandbox provider in release builds.
