SwiftPM warning control settings are supported

Tuist now decodes and maps SwiftPM warning-control target build settings, including treatAllWarnings, treatWarning, and enableWarning. Packages that use newer warning-control APIs, such as swift-dependencies 1.13.0, can now be loaded and generated correctly.
