External resource bundles are no longer embedded in cached frameworks

Internal source frameworks generated during cache workflows no longer receive transitive external SwiftPM resource bundles in their Copy Resources phase. App-like targets still embed the bundles, so runtime resource lookup works while framework products and final app bundles stay smaller.
