fabrik.toml is now the single scanned build-file surface

The old build-file compatibility path has been removed, so fabrik.toml is now the single scanned file for project declarations. The fabrik vendor command now emits vendor/fabrik.toml, and the unused parser dependency has been dropped, leaving a cleaner build-file surface.
