Oban failures are now reported to Sentry only after retries are exhausted

Update

Retryable background job failures are no longer reported to Sentry while Oban is still retrying them. Alerts are now sent only after a job exhausts all its retry attempts. Self-hosted operators can restore the previous behavior by setting SENTRY_OBAN_REPORT_RETRIES=true, and the Helm chart default has been updated to match this quieter behavior.
