Add fabrik toolchain inspect command

This release introduces a new fabrik toolchain inspect command that reads a project’s mise.toml and produces a normalized toolchain contract. You can include optional mise.lock metadata, get a stable fingerprint for caching and remote execution, and inspect a specific platform with --platform such as linux-x64. The command also builds action PATH values from explicit tool directories rather than relying on the parent shell.
