Update

Changes to CLI packaging scripts and release workflow files now trigger the dedicated CLI release pipeline, so packaging fixes actually produce a CLI release instead of being ignored by the wrong workflow. This resolves the situation where a packaging fix was merged but no corresponding CLI artifact was built.
