Restored SwiftPM binary artifacts are placed in the expected scratch path

The SwifterPM dependency has been updated so restored binary artifacts are materialized directly under .build/artifacts/… instead of a separate .build/swifterpm/artifacts/… namespace. This aligns the restored layout with SwiftPM’s workspace state and Xcode integration expectations, fixing missing build-input-file errors during compilation.
