Microsandbox remote compute provider supports Linux and Apple Silicon only

The release builds now include the embedded Microsandbox remote compute provider only on Linux and Apple Silicon macOS. Intel macOS and Windows no longer attempt to link the dependency, so the once CLI builds cleanly on those platforms and fails gracefully with a clear error if a user tries to use the Microsandbox provider on an unsupported target.
