Automatic macOS host config drift across the fleet

The Helm chart now ships the Scaleway Apple Silicon provider with a fleet-wide host configuration hash. When the operator’s rendered scripts, embedded binaries, or fleet settings change, the drift loop automatically re-pushes the updated macOS host configuration to existing Mac minis instead of only reacting to tart-kubelet binary changes. This fixes cases where firewall, NAT, Tailscale, or node_exporter updates were ignored on already-provisioned hosts.
