Slack notifications when preview deployments finish

Slack now receives completion updates for preview deployments requested through /preview. When the GitHub Actions workflow finishes, the original Slack card is updated with either the live preview URL and the run link, or a failure state if the deployment did not succeed. This keeps the full lifecycle of a preview request visible in the same Slack thread.
