Get Slack updates when previews finish deploying

After a Slack-requested preview finishes deploying, the original Slack preview card is updated in place with the live preview URL and a link to the GitHub Actions run. Successful deployments update the card to the deployed state, and failed workflow runs update the card to the failure state, so operators get a final status notification without leaving the Slack thread they requested the preview from.
