Request and manage preview environments from Slack

Preview environments can now be requested directly from Slack. Team members can use /preview create and /preview delete to spin up or tear down on-demand previews, which are deployed via GitHub Actions and cleaned up automatically when their TTL expires or when they become idle. Previews include their own analytics and object storage, and can optionally share a single Kura cache mesh across accounts within the preview instance.
