Request and manage preview environments from Slack

Operators can now create and delete preview environments directly from Slack. After a request is submitted, a GitHub Actions workflow deploys the preview with its own analytics and object storage, and the environment is automatically removed when its TTL expires or it becomes idle. Shared Kura caching is scoped to the preview instance and works across all accounts in that preview.
