Route Hive spec activity to Slack channels

Instance admins can configure notification routes from /ops/slack to send product activity to Slack channels. The first supported route is Specs, which posts events for new specs, new comments, and explicit review requests; the review request includes a Block Kit message with the spec state, a link back, focused prompts, and mentions for linked commenters.
