Daily account usage refresh no longer stalls for large accounts

Fixed a server-side bug where the daily account usage refresh could fail with a PostgreSQL parameter limit error when many accounts had stale usage data. The job now inserts work in smaller batches, so the daily rollup completes reliably on large hosted instances and remote cache usage metrics stay up to date.
