Configurable dashboard visibility with HIVE_VISIBILITY

Hive can now run with either public or private access to the dashboard. Set HIVE_VISIBILITY=private to require visitors to sign in before they can view pages, or leave it as public (the default) to let anyone browse while still allowing admins to sign in.
