SwiftPM resolution progress is now streamed to the terminal

Output from delegated swift package resolve runs is now forwarded to the terminal while resolution is in progress, so tuist install and similar commands show SwiftPM’s progress instead of appearing stalled. Quiet resolution remains silent when progress output is disabled.
