Align specification header controls

The action controls in the specification page header (feed action, status dropdown, and Edit button) now share the same visual height and baseline. The icon-only feed dropdown trigger uses Noora’s medium sizing, and the specification status dropdown is set to Noora’s medium size to match the adjacent Edit button, so the header action group looks consistent. No behavior changes to the feed menu or status transition menu.
