Domains can now evolve from project issue signals

Hive can now create and link domains automatically from the work signals that projects produce, such as GitHub issues and Grafana alerts. This means you can connect repositories to a project and start collecting issue signals before any domains exist, and Hive will propose and attach the right domains for you. Existing domains and project links continue to work as before.
