Use Bazel Remote Execution API for the Tuist cache provider

The Tuist cache provider now uses the Bazel Remote Execution API under the hood, which is the standard protocol supported by Tuist Cloud. This should improve reliability and compatibility when storing and fetching cache artifacts from Tuist.
