Fixed Google and OIDC login failures in production

Signing in with Google or a custom OIDC provider no longer fails in production with “The login attempt could not be started.” The Ueberauth providers are now registered at compile time so the login routes are available immediately, while provider credentials still come from environment variables at runtime. This means the login buttons shown on the public login page actually work in deployed environments.
