Scrolling restored after deleting projects or domains from a modal

Fixed an issue where deleting a project or domain from a modal could leave the page unable to scroll after returning to the list. The delete modal now closes before navigation, so the scroll lock is cleared and projects and domains pages remain normally scrollable after a deletion.
