SwiftPM static library artifact bundles are supported

Packages that ship SE-0482 static library artifact bundles, such as swift-hf-api, can now be generated successfully. Tuist creates a lightweight XCFramework-compatible wrapper from the artifact bundle contents and symlinks the static archive, headers, and module map so Xcode can consume them.
