SwiftPM restores use the artifact scratch path

The swifterpm dependency is updated to 0.8.13, which uses SwiftPM’s artifact scratch path for package restores. Tuist picks up the upstream restore-path-handling fix through the normal package release flow without depending on an unreleased commit.
