SwifterPM restores place binary artifacts in SwiftPM’s expected scratch path

SwifterPM has been updated so restored binary artifacts are placed under SwiftPM’s canonical scratch/artifacts layout instead of a separate swifterpm namespace. This fixes missing binary artifact input errors during Xcode compilation when using SwifterPM-backed dependency resolution.
