Restored SwifterPM binary artifacts use SwiftPM’s expected scratch layout

Binary artifacts restored by SwifterPM are now materialized under .build/artifacts/… instead of a separate swifterpm namespace, matching the layout Xcode and the generated project expect. This fixes missing build input file errors after restore.
