Kura 0.10.6

This release fixes a regression that could cause large account bootstraps to stall with a “tmp dir budget exhausted” error. The bootstrap process now relies on the held-reservation behavior, which waits when the staging budget is full rather than rejecting the next artifact and failing the whole bootstrap. Accounts larger than the temporary budget now bootstrap in waves instead of erroring out.
