SwiftPM binary artifact restores use the correct scratch path

Updating SwifterPM to 0.8.13 fixes restore path handling so SwiftPM binary artifacts are restored to the proper artifact scratch path. This avoids restore-related path issues when generating projects that depend on binary Swift packages.
