SwiftPM package resolution now shows progress output instead of appearing stalled

The SwifterPM integration is updated to 0.8.12, which now forwards stdout and stderr from delegated swift package resolve runs. When you run package resolution, you will see SwiftPM progress output in real time instead of a silent, stalled process.
