Restores use SwiftPM’s artifact scratch path

SwifterPM is bumped to 0.8.13 to use SwiftPM’s artifact scratch path when restoring packages. This keeps restored SwiftPM artifacts in the standard managed location instead of the previous path, avoiding the restore path mishandling fixed upstream in swifterpm#42.
