Support for SwiftPM static library artifact bundles

Packages that ship Apple-compatible static libraries as SE-0482 artifact bundles, such as swift-hf-api, can now be generated. Tuist creates a lightweight XCFramework-compatible wrapper in derived state that symlinks the static archive, headers, and module map back to the immutable artifact bundle, while emitting the plist metadata Xcode expects.
