Tuist supports SwiftPM warning-control build settings

Tuist now decodes and applies SwiftPM warning-control settings such as treatAllWarnings, treatWarning, and enableWarning. Packages like swift-dependencies 1.13.0 that use these newer APIs can now be loaded, and the warning flags are mapped into the generated Xcode project.
