Cached frameworks no longer embed external SPM resource bundles

When using binary caching, internal source frameworks no longer copy transitive external Swift package resource bundles into their own resources phase. Bundles are embedded at the app-like target level as they are in source generation, reducing duplicated bundles and app size.
