SwifterPM resolver now delegates SCM-to-registry transformation to SwiftPM

For users of the opt-in TUIST_USE_SWIFTERPM workflow, the SwifterPM dependency update to 0.8.10 moves the SCM-to-registry transformation into SwiftPM itself. This brings the SwifterPM resolution path closer to vanilla SwiftPM and reduces drift around registry replacement and Package.resolved stability.
