More stable registry handling for the experimental SwifterPM resolver

Projects using the TUIST_USE_SWIFTERPM opt-in flow now rely on SwiftPM itself for SCM-to-registry transformation. This makes resolution behave closer to vanilla SwiftPM and reduces divergence around registry replacement and Package.resolved stability.
