SwiftPM artifact restores use the correct scratch path

Updating the SwifterPM dependency to 0.8.13 fixes restore path handling so artifacts are restored to SwiftPM’s artifact scratch path. This resolves restore path issues when using the SwifterPM-backed SwiftPM integration.
