SwiftPM binary artifact extraction and resolution output are improved

Updating SwifterPM to 0.8.12 fixes two issues: Finder-zipped binary artifacts that contain a __MACOSX AppleDouble sidecar no longer cause generation failures, and swift package resolve output is streamed so progress is visible instead of appearing stalled.
