SwiftPM artifact restore path handling fixed via SwifterPM update

Tuist now uses SwifterPM 0.8.13, which restores packages using SwiftPM’s artifact scratch path. This fixes restore path handling issues when restoring SwiftPM artifacts, keeping Tuist on a released version of the package instead of an unreleased commit.
