Improve SwifterPM registry resolution behavior

For projects using the opt-in TUIST_USE_SWIFTERPM resolver, dependency resolution now delegates SCM-to-registry transformation to SwiftPM instead of mimicking it in SwifterPM. This makes the resolver behave closer to vanilla SwiftPM and improves stability around registry replacement and Package.resolved.
