Projects using SwiftPM warning-control APIs now load successfully

Tuist now decodes and maps SwiftPM warning-control target build settings (treatAllWarnings, treatWarning, and enableWarning) into the generated Xcode project settings. This fixes loading failures for packages such as swift-dependencies 1.13.0 that use these newer SwiftPM APIs.
