SwiftPM binary artifacts and resolve output are more reliable

Updating SwifterPM to 0.8.12 fixes two issues: Finder-zipped binary artifacts (such as Plaid’s LinkKit) no longer fail generation because their __MACOSX shadow bundles are stripped, and swift package resolve output is now streamed so progress is visible instead of appearing stalled.
