Kura 0.8.0

Kura now discovers peers across regions through a shared global discovery DNS. Remote regions learn the stable regional peer gateway URL instead of unreachable pod-local DNS, so cross-region mesh replication works even when clusters span different networks. You can stage the new peer-gateway and global-discovery settings independently from the shared peer TLS trust domain, letting the controller reconcile services and DNS records before the runtime switches to cross-region replication. The server also re-applies active Kura manifests whenever the controller code changes, even when the runtime image version has not changed, so upgrades roll out without waiting for an image tag change.
